Madam:

 

     Your Committee on Ways and Means, to which was referred H.B. No. 2772, H.D. 3, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HUMAN TRAFFICKING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to combat and deter human trafficking.

 

     Specifically, this measure:

 

     (1)  Extends the Hawaii Anti‑Trafficking Task Force to June 30, 2010;

 

     (2)  Adds additional members to the task force;

 

     (3)  Requires the task force to report to the Legislature no later than twenty days prior to the convening of the 2009 and 2010 Regular Sessions; and

 

     (4)  Appropriates funds for the task force to carry out its activities pursuant to Act 260, Session Laws of Hawaii 2006.

 

     The Honolulu Prosecuting Attorney, Sex Abuse Treatment Center, and Crime Victim Compensation Commission submitted testimony in support of this measure.

 

     Human trafficking is a serious offense.  The Hawaii Anti‑Trafficking Task Force was established, among other things, to review other states' laws and recommend changes as necessary to Hawaii's law to prevent human trafficking and support victims of human trafficking.  Your Committee finds that while the Hawaii Anti‑Trafficking Task Force made significant progress towards its legislative mandate, more time is necessary for it to complete its analysis of the needs assessment and to draft proposed legislation to improve the provision of services to victims of human trafficking.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2772, H.D. 3, S.D. 1, and recommends that it pass Third Reading.
