STATE OF HAWAII

 

 

 

 

 

HOUSE RESOLUTION

 

 

urging the state and counties to increase recycling, encourage the growth of innovative recycling industries, and procure recycled products.

 

 

 


WHEREAS, limited space remains in the State's landfills to absorb the quantities of solid waste that is generated in the State; and

 

WHEREAS, in the past decade, great strides have been made to reduce the amount of solid waste that is deposited in Hawaii's landfills; and

 

     WHEREAS, currently, approximately one-third of the solid waste generated on Oahu is recycled, one-third is used as fuel at a hydrogen power facility, and the remaining third is placed in a landfill; and

 

     WHEREAS, the city and county of Honolulu and the State have emphasized measures to encourage recycling by residents, including curbside recycling, mandatory recycling by municipal agencies, and the deposit beverage container program; and

 

     WHEREAS, innovative private enterprises have emerged which increase recycling, including turning recycled glass into road construction material, using recycled plastics to manufacture "plastic lumber" and park benches, and recycling old tires for use as landscaping material or fuel; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, that this body urges state and county government departments and agencies to take steps to decrease the amount of solid waste entering Hawaii's landfills by increasing recycling opportunities available to individuals, encouraging the growth of innovative private industries that recycle waste into useable products, and procuring products made from recycled materials whenever available; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor who in turn is requested to transmit copies to the director of each executive department of the county and to the mayor of each county who in turn is requested to transmit copies to the chairperson and members of the appropriate county council and the director of each executive department.
