HOUSE RESOLUTION
requesting the department of public safety to plan for the sale of the oahu community correctional center site and use of the proceeds to construct replacement facilities elsewhere on oahu.
WHEREAS, according to the Department of Public Safety, the Oahu Community Correctional Center, which is located in Kalihi, had an inmate population count of 1,149 as of December 3, 2007; and
WHEREAS, the Oahu Community Correctional Center includes the Laumaka Work Furlough Center that is located on a separate, but nearby parcel of property; and
WHEREAS, the population of the Oahu Community Correctional Center is comprised primarily of pre-trial detainees, sentenced felons and misdemeanants, and probation and parole violators; and
WHEREAS, the most recent ten-year correctional master plan, which was issued in December 2003, projects that over the next ten years, the island of Oahu will need twice the capacity that the Oahu Community Correctional Center can currently provide; and
WHEREAS, the 2003 master plan, however, is cautious about expanding the Oahu Community Correctional Center, noting that due to the age of its buildings and its prime location, a more cost effective and economically desirable use of the facilities and land may be preferable; and
WHEREAS, the 2003 master plan suggests that the Oahu Community Correctional Center site be sold, and the proceeds used to construct either:
(1) A more modern, larger community correctional center at another site; or
(2) A facility closer to downtown-area courts for pre-trial detainees and another facility elsewhere on Oahu for sentenced inmates; and
WHEREAS, the suggestion has considerable merit and should be implemented; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, that the Department of Public Safety is requested to plan for the sale of the Oahu Community Correctional Center site and use of the proceeds to construct either:
(1) A new community correctional center elsewhere on Oahu; or
(2) A facility closer to downtown-area courts for pre-trial detainees and another facility elsewhere on Oahu for sentenced inmates; and
BE IT FURTHER RESOLVED that the Department of Public Safety is also requested to provide a timeline for the implementation of the sale of the Oahu Community Correctional Center site and the construction of the new facility or facilities; and
BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to assist the Department of Public Safety with the actions requested by this Resolution; and
BE IT FURTHER RESOLVED that the Department of Public Safety is requested to submit a report on the requested planning activities to the Legislature no later than twenty days prior to the convening of the Regular Session of 2009; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Public Safety and the Comptroller.
