Establishes Kakaako central small business district.  Requires the authority to confer and obtain consensus from real property owners within and adjacent to a proposed public facility prior to undertaking any public facility as part of the district-wide improvement program.  Requires that the dedication for public school facilities be on a fair-share basis, as determined by the department of education, and agreed to in writing by the department of education and the developer.  Transfers $       from the Hawaii community development revolving fund to the department of education.  (SD2)

Establishes an aha moku council system advisory committee to provide a framework on the formation of an aha moku council commission that shall serve as in an advisory capacity on all matters regarding the management of the State's natural resources.  Requires governor to select two advisory committee members from list provided by Association of Hawaiian Civic Clubs; two members from list provided by office of Hawaiian affairs, and one member from list provided by department of Hawaiian home lands.  Appropriates funds for the advisory committee to carry out its duties.  (SD2)

RELATING TO IMPORTANT AGRICULTURAL LANDS.

Establishes a reimbursable real property tax credit for 100% of the actual amount of real property tax paid by taxpayers real property tax assessed on lands designated as important agricultural lands.  Provides farmer and employee housing on lands designated as important agricultural lands.  (SD2)

Authorizes the establishment of an investigative unit within the office of the auditor to conduct investigations involving alleged or suspected government waste, fraud, abuse, nonfeasance, or malfeasance at the request of the legislature or upon the auditor's initiative; expands the powers of the office of the auditor; appropriates funds for the investigative unit. Establishes an educational workforce working group to report to the legislature and appropriates funds therefor.  Requires the department of education to create a five-year plan to ensure optimal use of technology for administration, data collection, and data sharing related to educational and workforce needs, and to create personalized student learning plans that will have a direct link to economic and workforce needs.  Requires the university to report on current workforce development programs and plans for current and future workforce demands.  Appropriates funds for workforce development liaisons and support staff.  (SD2)

Authorizes the issuance of general obligation bonds and general revenue appropriations for department of education and University of Hawaii repair and maintenance projects.  Provides public land and facilities for early childhood education programs.  Appropriates funds for early childhood education facilities.  (SD2)

Provides for academic and fiscal accountability in education by addressing:  (1) funding for fiscal and academic accountability and the creation of district level business and educational services centers; (2) appropriates funds for specialized high schools linked to Hawaii's workforce development needs; (3) enhancing the role of the college of education and the University of Hawaii in Hawaii's educational research and policy development; and (4) creating an early education initiative designed to attract and retain more early education teachers and to provide public land and facilities for early education programs.  Appropriates funds for mathematics textbooks and other mathematics learning materials, professional development for teachers of mathematics, mathematics coaching, and the use of assessments to provide appropriate mathematics interventions for individual students.  (SD2)

Creates a licensing requirement for bail bond agents.  Requires the director of commerce and consumer affairs to adopt rules for the process and procedure of obtaining a bail bond agent license.  Prohibits certain acts by bail bond agents.  Provides for civil and criminal penalties for violations by bail bond agents.  Requires the director of commerce and consumer affairs to adopt rules regulating compensated sureties. Provides an income tax deduction to an owner occupant of a residential or mixed use condominium constructed before December 31, 1975, for qualifying costs of installation of an automatic fire sprinkler system to serve the entire residential or mixed use condominium, and installed after December 31, 2007; sunsets June 30, 2012.  (SD2)
