RELATING TO DAM SAFETY.

Establishes requirements for dam inspection and safety.  Establishes penalties for failure to comply.  Creates dam safety fund.  Creates dam rehabilitation loan program.

RELATING TO HEALTH.

Requires the Insurance Commissioner facilitate an audit of each domestic mutual benefit society to report the financial condition and the results of operations of the mutual benefit society and value of the services provided to the people of the State of Hawaii compared to that of the mutual benefit society's tax exemption.  (HB877 HD1)

RELATING TO HOUSING.

Exempts any eligible rental project that is dedicated to 100% affordable in perpetuity from the requirements of land use and environmental impact statement laws, and all county land use, charter, ordinance, and rule provisions.  Provides that if the eligible project is on public lands, the housing finance and development corporation shall lease the land at $1 per year.  Requires that if the land is ceded land then 20% of the units be made available to native Hawaiians.  Repealed 6/30/2010.

RELATING TO UNMARRIED COUPLES.

Ensures parity between unmarried couples and married couples by extending the benefits provided under the State's employer-union health benefits trust fund to reciprocal beneficiaries.

RELATING TO DAM SAFETY.

Grants department of land and natural resources the right to enter property, public or private, to inspect dams.  Allows board of land and natural resources to direct owner or, in its discretion, to take immediate action to initiate emergency measures to insure public safety.  Establishes dam and reservoir repair revolving fund.  (HD1)
