RELATING TO WORKERS' COMPENSATION LAW. Amends workers' compensation law, including limiting an employer's ability to terminate benefits, authorizing the recovery of attorney's fees and costs by the injured employee, specifying procedures for medical examinations by the employer's physician, establishing fines for violations, requiring the reporting of denials of claims and relevant information, and further restricting the director of labor and industrial relations' rulemaking authority.

RELATING TO HOUSING. Exempts any eligible rental project that is dedicated to 100% affordable in perpetuity from the requirements of land use and environmental impact statement laws, and all county land use, charter, ordinance, and rule provisions. Provides that if the eligible project is on public lands, the housing finance and development corporation shall lease the land at $1 per year. Requires that if the land is ceded land then 20% of the units be made available to native Hawaiians. Repealed 6/30/2010.

RELATING TO TOURISM WORKFORCE DEVELOPMENT. Appropriates $250,000 in FY 2007-2008 and FY 2008-2009 to Hawaii tourism authority for tourism workforce development to support programs on islands of Hawaii, Kauai, and Maui; provided that the amount appropriated shall be half the amount invested by the authority in Hawaiian tourism workforce development programs.
