Description:
Requires the governor, in filling vacancies in the state senate, state house of representatives, and United States Senate, to select from a list of three prospective appointees nominated by the political party of the prior incumbent; requires prospective appointees to be members of nominating political parties at the time of submission of their names to the governor; effective on approval; requires prospective appointees to be residents of the same electoral district as the prior incumbent at the time of appointment.
