RELATING TO THE DESIGNATION OF A HAWAII ARCHAEOLOGICAL DATA SURVEY.

Establishes and designates an archaeological data survey as an on-line database program of the State of Hawaii museum of natural and cultural history, beginning with the collections of Bishop Museum; authorizes the museum, in consultation with the office of Hawaiian affairs, to withhold from the database, either temporarily or permanently, information that may pose a threat to the protection of valuable archaeological sites and artifacts.

Requires public utilities commission to report any violations of chapter 486B to attorney general.  Requires  department of business, economic development, and tourism to use information provided by petroleum industry monitoring, analysis, and reporting program to effectuate purposes of chapters 196 and 125C.  Adds new definition for "major fuel user" to and amends other definitions in section 486J-1.  Clarifies and strengthens the public utilities commission's authority under the petroleum industry information and reporting act.  Appropriates funds for the petroleum industry monitoring, analysis, and reporting special fund for staffing positions to carry out the purpose of the fund to be expended by the public utilities commission.  Appropriates funds for department of business, economic development, and tourism for information analysis.

Requires the Department of Health to adopt reporting and verification of statewide greenhouse gas emissions and to monitor and enforce compliance.  Requires adoption of a statewide greenhouse gas emissions limit equivalent to the statewide greenhouse gas emissions levels in 1990 to be achieved by 2020.  Requires the adoption of rules to achieve the maximum technologically feasible and cost-effective greenhouse gas emission reductions.  Authorizes the adoption of market-based compliance mechanisms.
