The Hawaii State Constitution directs the Tax Review Commission to "conduct a systemic review of the State's tax structure, using such standards as equity and efficiency." The 2005 – 2007 Tax Review Commission (Commission) submitted its report to the Legislature on December 1, 2006. In it's report, the Commission makes recommendations on:
