SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE AUDITOR TO CONDUCT A PROGRAM AND FINANCIAL AUDIT OF HONOLULU COMMUNITY ACTION PROGRAM.

 

 


     WHEREAS, Honolulu Community Action Program is a private, nonprofit organization that serves Oahu's needy population; and

 

     WHEREAS, its mission is to provide opportunities and inspiration to enable low‑income families to achieve self‑reliance; and

 

     WHEREAS, Honolulu Community Action program offers programs and services under the following six areas:

 

     (1)  Early childhood development, including Head Start;

 

     (2)  Youth and adult education, including the Adult General Educational Development test;

 

     (3)  Job training and employment;

 

     (4)  Economic and asset development;

 

     (5)  Emergency services, including homeless outreach and housing referrals; and

 

     (6)  Advocacy and community development, including the Malama Mentoring Program and the Fatherhood Program; and

 

     WHEREAS, Honolulu Community Action Program's funding is primarily derived from federal, state, city and county contracts and grants, and some private foundations and resources; and

 

     WHEREAS, in 2006, Honolulu Community Action Program received a $1,000,000 grant from the Legislature to acquire a facility for an administrative headquarters and related community programs, and a $500,000 grant from the Legislature to renovate and repair the Waianae District Office; and

 

     WHEREAS, Honolulu Community Action Program has received other grants from the Legislature over the last several years, including a $65,000 grant in 2004, for personnel to provide supervision and outreach services to the homeless temporarily housed at designated public locations on Oahu; and

 

     WHEREAS, it is appropriate that the Legislature take measures to audit Honolulu Community Action Program to ensure its compliance with its contracts to provide services for the State, the effectiveness and efficiency of the programs that it administers for the State pursuant to the contracts, and its expenditure of 2006 grants; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the House of Representatives concurring, that the Auditor is requested to conduct a program and financial audit of the Honolulu Community Action Program; and

 

     BE IT FURTHER RESOLVED that the audit should:

 

     (1)  Include:

 

          (A)  Internal budgeting and fiscal controls to ensure      effective and appropriate expenditure of   legislative appropriations;

 

          (B)  An analysis of whether Honolulu Community Action     Program is in compliance with its contracts to     provide services for the State;

 

          (C)  An analysis of the overall effectiveness and    efficiency of the programs that it administers   for the State pursuant to the contracts;

 

          (D)  An analysis of any weaknesses or areas in need of      improvement;

 

          (E)  Recommendations for possible solutions to address    any weaknesses or areas in need of improvement;     and

          (F)  Any other issues that the Auditor deems    appropriate; and

 

     (2)  Be limited to state‑funded programs, beginning in fiscal year 2005; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to submit an interim report to the Legislature no later than twenty days prior to the convening of the 2008 Regular Session, and a final report to the Legislature no later than twenty days prior to the convening of the 2009 Regular Session; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to Auditor and the Director of Honolulu Community Action Program.
