SENATE CONCURRENT

RESOLUTION

 

 

Requesting congress to commence impeachment proceedings against the president and the vice-president of the united states.

 

 


     WHEREAS, George W. Bush and Richard B. Cheney may be in violation of the Charter of the United Nations by launching an illegal War of Aggression against Iraq without cause, using fraud to sell the war to Congress and the public, misusing government funds to begin bombing without Congressional authorization, and subjecting our military personnel to unnecessary harm, debilitating injuries, and death; and

 

     WHEREAS, George W. Bush and Richard B. Cheney may be in violation of the laws of the United States and International law by authorizing the torture of thousands of captives, resulting in dozens of deaths, and keeping prisoners hidden from the International Committee of the Red Cross; and

 

     WHEREAS, George W. Bush and Richard B. Cheney may be in violation of the Constitution of the United States by arbitrarily detaining Americans, legal residents, and non-Americans, without due process, without charge, and without access to counsel; and

 

     WHEREAS, George W. Bush and Richard B. Cheney may be in violation of the Geneva Conventions by targeting civilians, journalists, hospitals, and ambulances, and using illegal weapons, including white phosphorous, depleted uranium, and a new type of napalm; and

 

     WHEREAS, George W. Bush and Richard B. Cheney may be in violation of the laws of the United States and its Constitution through the widespread wiretapping of phone calls and emails of Americans without a warrant; and

 

     WHEREAS, George W. Bush and Richard B. Cheney may be in violation of the Constitution of the United States by using "signing statements" to defy hundreds of laws passed by Congress; and

 

     WHEREAS, George W. Bush and Richard B. Cheney may be in violation of the laws of the United States and several of its States by obstructing honest elections in 2000, 2002, 2004, and 2006; and

 

     WHEREAS, George W. Bush and Richard B. Cheney may be in violation of the laws of the United States by using paid propaganda and disinformation, selectively and misleadingly leaking classified information, and exposing the identity of a covert Central Intelligence Agency operative working on sensitive Weapons of Mass Destruction proliferation for political retribution; and

 

     WHEREAS, George W. Bush and Richard B. Cheney may be subverting the Constitution of the United States and abusing the powers of the executive branch by asserting a "Unitary Executive Theory" giving unlimited powers to the President, by obstructing efforts by Congress and the Courts to review and restrict Presidential actions, and by promoting and signing legislation negating the Bill of Rights and the Writ of Habeas Corpus; and

 

     WHEREAS, George W. Bush and Richard B. Cheney may be guilty of gross negligence in failing to assist New Orleans residents after Hurricane Katrina, in ignoring urgent warnings of an Al Qaeda attack prior to September 11, 2001, and in increasing air pollution causing global warming; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-Fourth Legislature of the State of Hawaii, Regular Session of 2007, the House of Representatives concurring, that the Legislature finds the existence of good cause for the submission of these impeachment charges to the United States House of Representatives under Section 603 of the Manual of the Rules of the United States House of Representatives as grounds for impeachment, trial, and removal of President George W. Bush and Vice-President Richard B. Cheney; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Clerk of the United States House of Representatives Committee on the Judiciary, to Representatives John Conyers and Lamar Smith, the chair and


ranking member, respectively, of the Committee, and to the members of Hawaii's Congressional delegation.
