SENATE CONCURRENT
RESOLUTION
REQUESTING THE UNITED STATES CONGRESS TO PROVIDE FUNDING FOR THE CONSTRUCTION OF A NEW STATE EMERGENCY OPERATING CENTER.
WHEREAS, the Legislature recognizes that emergency management is one of the most important functions of the state government in the protection of lives and property against disasters; and
WHEREAS, every available minute is needed to assess potentially dangerous situations and the State must be in a position to coordinate warnings and actions to protect lives and property; and
WHEREAS, it is the intent of the Legislature to expand and improve Hawaii's emergency management operations by supporting the construction of a new State Emergency Operating Center; and
WHEREAS, the around the clock warning capability that a State Emergency Operations Center can provide should be placed in a technologically advanced facility that is capable of accommodating appropriate public and private emergency response organizations with the requisite communications and information management systems; and
WHEREAS, historically, the federal government has provided funding to the states to enhance emergency preparedness; and
WHEREAS, federal funding for the construction of a new State Emergency Operating Center is requested; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the House of Representatives concurring, that the United States Congress is requested to provide funding in the sum of $40,000,000 for the construction of a new State Emergency Operating Center; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Majority Leader of the United States Senate, the Speaker of the United States House of Representatives, and each member of Hawaii's Congressional Delegation.
