SENATE CONCURRENT

RESOLUTION

 

 

requesting the department of business, economic development and tourism's office of planning to Create a commission to identify and prioritize values and prospective uses of federal properties which may be available for transfer to the State at a future date.

 


     WHEREAS, in December 2001, the United States Congress authorized a new round of military installation and base realignments and closures to be implemented in 2005; and

 

     WHEREAS, additional rounds of military installation and base realignments and closures will be implemented in the future; and

 

     WHEREAS, the United States Department of Defense is the second major source of revenues to the state, second only to tourism; and

 

     WHEREAS, Hawaii has 37 major military installations on 245,485 acres of land; and

 

     WHEREAS, following the closure of the 4,603-acre Barbers Point Naval Air Station in Leeward Oahu and the Navy's official transfer of the property to the state in 1999, many of the civilian projects envisioned by planners for a raceway and for industrial use have not materialized; and

 

     WHEREAS, values and prospective uses of federal properties should be identified and prioritized to prevent underutilization upon transfer to the state, should such a transfer occur at a future date; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the House of Representatives concurring, that the Department of Business, Economic Development and Tourism's Office of Planning is requested to establish a commission to identify and prioritize values and prospective uses of federal properties that may be transferred to the state at a future date; and

 

     BE IT FURTHER RESOLVED that the commission be composed of seven members from relevant state agencies and the public; and

 

     BE IT FURTHER RESOLVED that the commission consult with appropriate federal agencies to identify relevant properties; and

 

     BE IT FURTHER RESOLVED that the commission is requested to submit a report, including any proposed legislation, no later than twenty days prior to the convening of the Regular Session of 2008; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Department of Business, Economic Development and Tourism and the Office of Planning.
