SENATE CONCURRENT
RESOLUTION
requesting the university of hawaii to design a long-term comprehensive financial plan.
WHEREAS, universities and colleges across the nation are being required to more effectively align their state funds to current and future needs and priorities of their states; and
WHEREAS, the funding available to universities and colleges are inadequate to meet the expectations of their states; and
WHEREAS, there are universities and colleges that have developed long-term comprehensive financial plans either in total or in part; and
WHEREAS, the University of Hawaii must have a realistically attainable long-term balance among state general funds, tuition, and external funds that is adequate for the mandates for which funding is provided; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the House of Representatives concurring, that the University of Hawaii is requested to develop a comprehensive long-term financial plan that includes:
(1) A survey of long-term comprehensive financial plans of other states' universities or systems to which the University of Hawaii System can learn and emulate in total or in part;
(2) An analysis of the adequacy of funding in relationship to present and future university-designated and state-designated needs and priorities;
(3) A preferred balance among state general funds, tuition income, and external funding to adequately fund the mandates of the University of Hawaii and for those of which the funding is adjoined;
(4) An alignment of the university's allocation of state general funds to current and future needs and priorities of the State; and
(5) A linking of resources to program objectives, e.g. increasing the number of college graduates, and reducing shortage of teachers and nurses; and
BE IT FURTHER RESOLVED that the University of Hawaii conduct a review of state and university system policies that affect the ability of the system and its campuses to most effectively utilize the resources made available; and
BE IT FURTHER RESOLVED that the University of Hawaii is requested to submit its report and any findings and recommendations to the Legislature not later than twenty days prior to the convening of the Regular Session of 2008; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chair of the Board of Regents and the President of the University of Hawaii.
