SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THAT THE DEPARTMENT OF ACCOUNTING AND GENERAL  SERVICES STUDY AND EVALUATE THE ALTERNATIVES TO UPGRADING THE STATE’S PAYROLL AND PERSONNEL SYSTEMS.

 


     WHEREAS, the State of Hawaii's payroll system has not been upgraded in almost two decades; and

 

     WHEREAS, the process in some departments is excessively manual and available technological improvements have not been implemented; and

 

     WHEREAS, the current payroll and human resources systems are not adequate to meet the needs of government in the 21st century; and

 

     WHEREAS, non-value-added activities of processing payroll by the Department of Accounting and General Services create lag times and impedes the ability of the departments to efficiently deliver quality payroll services to employees; and

 

     WHEREAS, some employees have waited months for step movements and payments for mileage reimbursement, overtime and unused vacation pay to be processed; and

 

     WHEREAS, the State has an obligation to make important changes that will improve the technology used to issue payments, streamline government operations, enhance functionality, and eliminate a reliance on manual, paper-based processes through web-based services; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the House of Representatives concurring, that the Department of Accounting and General Services is requested to study and evaluate how its payroll system can deliver better, more-efficient services to line departments and state employees; and

 

     BE IT FURTHER RESOLVED that the Department of Accounting and General Services report its findings and recommendations to the Legislature no later than twenty days before the convening of the Regular Session of 2008; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Comptroller.
