A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR AN ENGINEERING ASSESSMENT OF LONG-TERM CARE FACILITIES.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The State's long-term care facilities are outdated and built to standards that are not resistant to hurricanes and other natural disasters. Many of the elderly and infirm reside in long-term care facilities, making them vulnerable to severe injury or death from a hurricane or other natural disaster.

The purpose of this Act is to make an appropriation for a statewide engineering assessment of long-term care facilities to determine to what extent each facility is prepared to withstand a hurricane or other natural disaster.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2006-2007, for an engineering assessment of every adult residential care home (Types I and II), expanded adult residential care home (Types I and II), and hospice home to determine:

(1) To what extent each facility is presently capable of withstanding a hurricane or other natural disaster;

(2) The nature, extent, and costs of renovation or remodeling to bring the facility to the desirable levels of structural sufficiency.

SECTION 3. The sum appropriated shall be expended by the department of health for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2006.
