A BILL FOR AN ACT
making an appropriation for increasing stipends for volunteer precinct officials.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that precinct officials have not been given stipend increases since before 1990. This, along with the dwindling number of names submitted by political parties, has adversely affected the recruitment of precinct officials. As a result, polling sites often operate with less than one hundred per cent staffing, thereby affecting service to voters.
The purpose of this Act is to make an appropriation to allow the chief election officer to adopt the necessary rules to increase precinct official stipends.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $96,542, or so much thereof as may be necessary for fiscal year 2006-2007, for increasing precinct official stipends.
SECTION 3. The sum appropriated shall be expended by the office of elections through the department of accounting and general services for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2006.
