HOUSE RESOLUTION

 

REQUESTING THE DEPARTMENT OF EDUCATION TO IMPLEMENT A PUBLIC SCHOOL PHOTOVOLTAIC PILOT PROJECT.

 

 

WHEREAS, Hawaii's dependence on petroleum for about ninety per cent of its energy needs is more than any other state in the nation; and

WHEREAS, this dependence makes the State extremely vulnerable to any oil embargo, supply disruption, international market dysfunction, and many other factors beyond the control of the State; and

WHEREAS, the continued consumption of conventional petroleum fuel negatively impacts the State's environment; and

WHEREAS, Hawaii has an abundance of renewable resources, with studies showing that at least 10.5 per cent of Hawaii's electricity could be generated from renewable energy resources by 2010; and

WHEREAS, the increased use of renewable energy resources would increase Hawaii's energy-self sufficiency, achieving broad societal benefits, including increased energy security, resistance to increases in oil prices, environmental sustainability, economic development, and job creation; and

WHEREAS, the deployment of renewable energy resources in Hawaii's public schools would help the State achieve its energy sustainability goals, while exemplifying to students and the general public alike that the deployment of renewable energy resources is advisable and feasible; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, that the Department of Education is requested to implement a pilot project to install photovoltaic energy systems at Reverend Benjamin Parker Elementary School and Kailua Intermediate School on Oahu; and

BE IT FURTHER RESOLVED that the Department of Education is requested to report their findings and recommendations, including proposed legislation, if any, on the public school photovoltaic pilot project to the Legislature no later than twenty days prior to the convening of the Regular Session of 2008; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Education, and the Superintendent of Education.
