RESOLUTION
REQUESTING THE OFFICE OF HAWAIIAN AFFAIRS, DEPARTMENT OF TRANSPORTATION, DEPARTMENT OF HAWAIIAN HOME LANDS, DEPARTMENT OF LAND AND NATURAL RESOURCES, CITY AND COUNTY OF HONOLULU, HONOLULU BOARD OF WATER SUPPLY, QUEEN EMMA FOUNDATION, AND KAMEHAMEHA SCHOOLS TO SUPPORT THE ESTABLISHMENT OF A CULTURAL PRESERVE IN HA'IKU VALLEY AND NORTH HALAWA VALLEY.
WHEREAS, perpetuation and preservation of the historic and cultural resources of Hawaii's host culture contributes to the unique and intrinsic value of Hawaii and takes a high priority in state policies and planning; and
WHEREAS, due to the construction of the Interstate H-3 Freeway, a cultural mitigation planning process was initiated by the state Department of Transportation and the Office of Hawaiian Affairs; and
WHEREAS, the Halawa-Luluku Interpretive Development Plan is currently underway as a result of that process, coordinated by the Office of Hawaiian Affairs and a citizens' working group; and
WHEREAS, the Halawa-Luluku Interpretive Development Plan's main goals and objectives are to:
(1) Create cultural preserves in both Ha‘iku Valley and North Halawa Valley; and
(2) Establish a partnership between the Office of Hawaiian Affairs and landowners in Ha'iku Valley and North Halawa Valley to manage the cultural preserves and protect historic sites and burial sites that may be located within these areas; and
WHEREAS, among the landowners are various state, county, and private landowners; and
WHEREAS, the cultural preserves will enable Hawaii residents to recognize the historical value of sites and cultural landscapes affected by construction of the H-3 Freeway; and
WHEREAS, Native Hawaiian organizations have been planning for establishment of these cultural preserves for many years; and
WHEREAS, such cultural preserves serve a mutual benefit to both Native Hawaiians and the general public by preserving and protecting cultural and natural areas for generations to come; and
WHEREAS, identifying, respecting, and perpetuating the historic value and heritage of the island's host culture through the establishment of cultural preserves and the identification of historic and cultural sites would also support the goals and objectives of the Halawa-Luluku Interpretive Development Plan and Historic Preservation Plans of the State of Hawaii; and
WHEREAS, identifying heiau and other historic and cultural sites that may be placed on the state registry of historic sites provide additional rationale for establishing the Ha‘iku and North Halawa Valleys cultural preserves; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the Senate concurring, that it is the intent of the Legislature that cultural preserves be established in the Ha‘iku and North Halawa Valleys as the end result of the Halawa-Luluku Interpretive Development Plan, and, to that end, the Office of Hawaiian Affairs, Departments of Transportation, Hawaiian Home Lands, Land and Natural Resources, the City and County of Honolulu, and the Honolulu Board of Water Supply are requested to work with the Queen Emma Foundation, Kamehameha Schools, and Hawaiian community representatives, including kupuna, kupu‘aina, and cultural experts of the affected areas, to achieve these objectives; and
BE IT FURTHER RESOLVED that, based upon the years of planning for these cultural preserves, these agencies and organizations are strongly urged to take any and all measures to support the successful conclusion and implementation of the Halawa-Luluku Interpretive Development Plan; and
BE IT FURTHER RESOLVED that these agencies and organizations are requested to work collaboratively and expeditiously toward the successful completion of the Halawa-Luluku Interpretative Development Plan before the convening of the 2007 Regular Session and to establish additional parameters to sustain the implementation of the Halawa-Luluku Interpretative Development Plan after 2008; and
BE IT FURTHER RESOLVED that the Office of Hawaiian Affairs, with the assistance of the Department of Land and Natural Resources, is requested to include a current archeological study and inventory of the Ha‘iku and North Halawa Valleys as necessary steps in completing the planning process for the Halawa-Luluku Interpretive Development Plan; and
BE IT FURTHER RESOLVED that the Office of Hawaiian Affairs is requested to be the lead agency in completing the goals and objectives of the Halawa-Luluku Interpretive Development Plan, including a timeline, a process to identify heiaus and other cultural sites, and the resources needed; and
BE IT FURTHER RESOLVED that the Office of Hawaiian Affairs is requested to submit a report to the Legislature not later than twenty days prior to the convening of the 2007 Regular Session on the actions taken pursuant to this Concurrent Resolution; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Chairperson of the Office of Hawaiian Affairs, Director of Transportation, Chairperson of the Hawaiian Homes Commission, Chairperson of the Board of Land and Natural Resources, Mayor of the City and County of Honolulu, Manager and Chief Engineer of the Board of Water Supply of the City and County of Honolulu, Chairperson of the Queen Emma Foundation Board, and Chief Executive Officer of Kamehameha Schools.
