A BILL FOR AN ACT

 

RELATING TO VOTER REGISTRATION.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The office of elections shall establish, implement, and administer a pilot project allowing for the automatic voter registration of newly licensed drivers who are eligible for voter registration and have never registered to vote.

SECTION 2. The office of elections shall submit to the legislature a progress report on the establishment, implementation, and administration of the pilot project authorized in this Act, including proposed legislation to establish a permanent program, no later than twenty days prior to the convening of the regular session of 2006.

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $200,000 or so much thereof as may be necessary for fiscal year 2005-2006 for a pilot project allowing for the automatic voter registration of newly licensed drivers as described in section one of this Act.

The sum appropriated shall be expended by the office of elections for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2005.
