A BILL FOR AN ACT
MAKING AN APPROPRIATION TO ALLEVIATE TRAFFIC CONGESTION ON FARRINGTON HIGHWAY IN Maili and NANAKULI, OAHU BY ADDING AND OPERATING A CONTRA-FLOW TRAFFIC LANE.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the problem of traffic congestion is a major concern in many Oahu communities, especially in Maili and Nanakuli. The problem is exacerbated along the Waianae coast because access to the area is limited to a single thoroughfare - the Farrington Highway.
The purpose of this Act is to alleviate traffic congestion along the Waianae coast by appropriating funds to alleviate traffic congestion on Farrington Highway in Maili and Nanakuli, Oahu by adding a contra-flow traffic lane.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $ , or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal years 2005-2006 and 2006-2007 to alleviate traffic congestion on Farrington Highway in Maili and Nanakuli, Oahu by adding and operating a contra-flow traffic lane.
SECTION 3. The director of transportation shall determine the appropriate time and area on Farrington Highway in Maili and Nanakuli to operate the contra-flow lane.
SECTION 4. The sum appropriated shall be expended by the department of transportation for the purposes of this Act.
SECTION 5. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.
SECTION 6. This Act shall take effect on July 1, 2005.
