A BILL FOR AN ACT
authorizing the issuance of general obligation bonds.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2006-2007 for the capital improvement project listed below.

SECTION 2. (a) The department of agriculture shall enter into a contract with a private entity to obtain the services required to run the agricultural processing plant.
(b) For purposes of this section, a "private entity" is any individual, company, or organization that is not an employee or agency within the federal, state, or county government.
SECTION 3. The appropriations made for the capital improvement project authorized in section 1 of this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.
SECTION 4. The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.
SECTION 5. This Act shall take effect upon its approval.
