RELATING TO CHILD PROTECTIVE SERVICES.

Requires that the child protective review panel review proceedings taken prior to the issuance of a court order upon the request by the child's family and makes decision available to court in any subsequent proceedings. RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM.

Exempts commercial passenger vessels with recycling programs prescribed or approved by the department of health from the requirements of the State's deposit beverage container program. Defines "commercial passenger vessel" and "patron". Allows for reverse vending machines to reject containers with an unreadable barcode. Allows for the flattening of beverage containers. (SD1)

RELATING TO PRESCRIPTION DRUGS.

Prohibits DHS from restricting Medicaid recipient's access to psychotropic medication and establishes presumptive eligibility in emergency. Exempts prescriptions for psychotropic, HIV/AIDS, and Hepatitis C medications, and transplant immunosuppresives from preauthorization requirement. (SD2)

Reduces reimbursement amount under loss mitigation grant program from 50% to 35% of cost for wind resistive devices. Includes safe rooms as wind resistive devices. RELATING TO PROCUREMENT.

Amends public procurement code to prohibit a governmental body from requiring a contractor for construction design professional services to indemnify the governmental body for the acts or omissions of the governmental body, or of parties for whom the contractor is not legally liable. Allows the governmental body to require the contractor to indemnify the governmental body for the contractor's negligent or intentional acts and omissions. (SB1843 HD2)

RELATING TO HIGHWAYS.

Directs the Department of Transportation to establish new guidelines that take into account the need for flexibility in highway design. Limits liability of State and counties in the application of flexible highway design standards. (SB1876 HD2)
