Prohibits smoking on public beaches and in parks and certain recreational areas, and in all areas of airports and hospitals. Prohibits disposal of smoking waste in any place where smoking is prohibited, except in a designated waste disposal container. Subjects violators to $250 fine. (HB510 HD1)

MAKING AN APPROPRIATION FOR A DEDICATED AERO-MEDICAL HELICOPTER UNIT IN SOUTH KOHALA.

Appropriates funds for dedicated emergency medical services personnel, consisting of three medical intensive care technicians and three emergency medical technicians, to staff the aero-medical helicopter unit based in South Kohala.

RELATING TO MILITARY INSTALLATIONS.

Requires notification to the commanding officer of a military installation of: (1) zoning changes; and (2) district boundary amendments for land within 3,000 feet or two miles of a military installation (depending on the size of the population of the county in question).

RELATING TO OFFENSES AGAINST THE PERSON.

Adds violence against health care professionals to the offenses of assault in the second degree and terroristic threatening in the first degree. Defective effective date included.

RELATING TO CHARTER SCHOOLS.

Clarifies that new century charter schools are subject to state and county laws on land use and zoning, and that charter school expenses for the procurement of goods and services may be subject to audit and inspection by the Charter School Administrative Office. (HB995 HD1)

RELATING TO A STATE PUBLIC MARKET.

Creates a permanent venue for local vendors and artists to showcase their products that are made within the State and their talents to promote locally-owned businesses and artists. Creates an employment training program for local residents.

Exempts affordable housing projects from the GET; streamlines the review and approval of affordable housing projects; increases portion of the conveyance tax dedicated to the rental housing trust fund from 25% to 50%; repeals rental housing trust fund advisory commission.

Assists private not-for-profit organizations, public instrumentalities and their qualified affiliates in the development of affordable housing for low- and moderate-income households, the elderly, and employees of public or not-for-profit entities. RELATING TO SPECIAL PURPOSE REVENUE BONDS FOR HEALTH CARE FACILITIES.

Clarifies that certain types of financing agreements are considered "project agreements" for the purpose of issuing special purpose revenue bonds for health care facilities. Authorizes $30,000,000 in SPRBs for Hawaii Pacific Health.
