RELATING TO LABOR.

Allows a public employer to negotiate over permissive, as distinct from mandatory subjects of collective bargaining. (HB266 HD1)

RELATING TO HEALTH INSURANCE.

Requires health insurers, hospital and medical services associations, and health maintenance organizations to provide drug/alcohol screening and counseling as a covered benefit in emergency rooms or as part of primary care when the doctor providing the services has good reason to suspect substance abuse.

RELATING TO CRUISE SHIPS.

Establishes standards for the discharge of treated sewage and air emissions from cruise ships and commercial passenger vessels into the marine waters of the State. Prohibits the discharge of untreated sewage from commercial passenger vessels into the marine waters of the State. Provides for recordkeeping and monitoring.

RELATING TO CORRECTIONAL INDUSTRIES.

Clarifies that correctional industries opportunities should be afforded to able-bodied women inmates, as well as male, in correctional facilities in all counties of the State. Adds affordable housing as an area that could benefit from the provision of services from correctional industries.

RELATING TO WIRELESS ENHANCED 911 SERVICE.

Includes the Comptroller as a member of the Wireless Enhanced 911 Board.

RELATING TO TRAFFIC REGULATION WITHIN HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII PROJECTS.

Repeals requirement that HCDCH needs to enter into contract with county before traffic can be regulated in HCDCH project by county.

Authorizes $100,000,000 in tax credits to the Hawaii strategic development corporation for the purposes of Act 215, SLH 2004.
