Makes emergency appropriation for services for children with autism spectrum disorder and for school-based behavioral health services.

RELATING TO THE ALOHA TOWER DEVELOPMENT CORPORATION.

Authorizes the Aloha Tower Development Corporation (ATDC) to become part of a limited liability company (LLC) with developers of ATDC projects. Provides that the LLC may hold and expend public moneys for the project without regard to chapter 103D, and that state employees hired by the LLC retain state employment benefits and classification. Allows ATDC to sell fact or submerged lands of the Aloha Tower Complex.

RELATING TO PREVAILING WAGES.

Provides for the manner in which the prevailing wages for laborers and mechanics on public work projects and certain private work projects is to be established. Allows all individuals to bring suit for injunctive relief for violations of chapter 104.
