RELATING TO HEALTH CARE INSURANCE TAX CREDIT.

Provides a tax credit to employers who provide health care coverage for their part-time employees at the lesser of 50% of premiums paid or $     per part-time employee. Applies to taxable years beginning after 12/31/2005.

RELATING TO LAND USE.

Separate applications for reclassification of contiguous lands owned by the same landowner shall be deemed one application where the applications are separated because they contain different uses, or are phased to be developed sequentially, or are separated to avoid the requirements of chapter 205, Hawaii Revised Statues.

Creates a streamlined application and review process for the development of seawater air conditioning (SWAC) district cooling systems.

RELATING TO TAXATION.

Establishes an investment tax credit for qualified investments in the roadway safety facility to be developed at Kalaeloa, parcel 9; allows taxpayers to claim the tax credit only upon declaration of the Governor after certain fiscal conditions are met.

RELATING TO DEATH WITH DIGNITY.

Allows a terminally ill, competent adult to get lethal dose of medication to end life. Prohibits mercy killings, lethal injections, and active euthanasia. Requires informed consent. Allows alternate doctor to replace attending doctor if latter declines to prescribe. Requires monitor at time of taking dose.
