Provides the authority for the Child Support Enforcement Agency (CSEA) to provide services to non-custodial parents, allows disclosure of information in administrative proceedings, and the issuance of income withholding orders. Requires the non-custodial parent to keep the CSEA informed of medical insurance coverage. Enables the CSEA to notify employers of the requirement to provide medical insurance coverage by regular mail or transmission by electronic means.

RELATING TO LAND CONSERVATION.

Increases conveyance tax on a sliding scale. Requires 10% of real estate conveyance tax collected be deposited into the land conservation fund. Allows grants to state agencies, counties, and nonprofit land conservation organizations to acquire interest in lands having a value as a resource to the State. Provides stable funding mechanism for the natural area reserves system. (SD2)
