Description: | Creates a tracking procedure for the retail sale of lab items and regulated chemicals. Enhances penalties when the unlawful manufacturing of a controlled substance occurs when a child is present, or when a child is injured in a structure where manufacturing is taking place. Updates the controlled substance list. Allows PSD by rule to temporarily revise or amend the regulated list 1 or 2 of chemicals temporarily pending a subsequent legislative session. Establishes new felonies to curtail the use of goods or chemical substances to unlawfully manufacture controlled substances. Increases the severity of the crime of "date rape" from sexual assault in the second degree to sexual assault in the first degree. (HB2499 HD1) |
