Makes appropriations to Department of Public Safety to expand canine drug interdiction efforts. Makes appropriations to county governments for grassroots community anti-drug campaigns and substance abuse prevention programs. Makes appropriations for community adolescent drug prevention programs and other community anti-drug efforts aimed at preventing ice use on the island of Hawaii. Makes appropriations to Department of Public Safety to coordinate community-based drug abatement efforts to fight the ice epidemic. Makes appropriation to expand Weed and Seed Program. Establishes a substance abuse treatment monitoring program requiring state agencies to collect data and assess program effectiveness.
