Clarifies that the standards for granting a motion to dismiss, motion for summary judgment, or motion for judgment as a matter of law, including the burden of proof and the burden of providing evidence, shall be the same for actions under chapter 480, Hawaii Revised Statutes, as for any other civil action.

Allows indirect purchasers to recover no less than the full consideration or sum paid for products or services purchased under chapter 480, Hawaii Revised Statutes. Allows indirect purchasers in private class actions to recover treble damages. Clarifies definition of consumer.

Amends definition of "tenant" to include guests. Prohibits tenants from possessing, manufacturing, selling, or distributing dangerous or harmful drugs or drug paraphernalia. Authorizes landlord to rely upon notice or reports issued by law enforcement in termination proceedings.

Allows the insurance commissioner to impose license sanctions on producers who, when participating in mortgage transactions, fail to comply with mortgage broker and solicitor act or conduct prohibitions or written agreement requirements.

Includes employees and exclusive agents within the exemption from regulation under the mortgage broker and solicitor law provided for banks, insurance companies, and other similar organizations; defines "exclusive agents" as licensed insurance producers who represent a single banking subsidiary of an insurance company.
