PROPOSING AN AMENDMENT TO ARTICLE X, SECTION 2, OF THE HAWAII CONSTITUTION, TO ALLOW THE STUDENT MEMBER OF THE BOARD OF EDUCATION TO VOTE.

Proposes an amendment to the state constitution to allow the student member of the board of education to vote, except on issues pertaining to personnel or fiscal matters.

MAKING AN APPROPRIATION FOR SCHOOL SECURITY GUARDS.

Appropriates funds for a mandatory basic training program for secondary school security guards.

RELATING TO DRIVERS EDUCATION.

Appropriates funds to provide teachers and instructors to teach driver and traffic safety education for credit, subsidize the cost of private drivers education instruction for students who qualify for free or reduced priced meals, and provide certain high schools with certified drivers education instructors.

Appropriates funds for an after-school program at Keaau Middle School.

RELATING TO EDUCATION.

Appropriates funds for clerical positions to assist public school teachers; designates one clerical staff person per grade level in elementary schools and one per department in intermediate and high schools; requires department to allocate temporary positions according to teacher need.

Appropriates funds to allow the department of education to pay for three hundred thirteen positions of ISPED clerk typists.

RELATING TO EDUCATION.

Requires a child to be at least 5 years old on or before 12/31 of the school year in order to attend kindergarten, regardless of when the school convenes. Changes minimum age requirement for kindergarten entrance to October 1 for 2006-2007 school year and July 1 for 2007-2008 school year.
