Allows the rehiring of retired school administrators as principals or vice principals without penalty to retirement benefits. Requires retirees to have been retired for at least one year before reemployment. (SD1)

RELATING TO EXPERIMENTAL MODERNIZATION PROJECTS FOR COUNTY BOARDS OF WATER SUPPLY.

Authorizes any county Board of Water Supply serving a population of 500,000 or more persons, to establish an experimental modernization project to determine whether specific changes in its human resource program are desirable.

RELATING TO REAL ESTATE.

Defines "de minimis structure position discrepancies", and clarifies that the tolerance used to determine whether or not an encroachment falls within the statute is determined by the use of the affected abutting lot. (SD1)

RELATING TO THE TRANSFER OF COUNTY LANDS AND IMPROVEMENTS.

Includes silvicultural products in the definition of agricultural products, and removes the monetary value and weight requirements that trigger the need for a certificate of ownership for the sale or resale of agricultural products. (SD1)

Establishes a health insurance fraud investigations unit within the insurance division. Provides immunity from civil liability for the reporting of insurance fraud, except in the case of malicious reporting or perjury. Appropriates funds. (SD1)

RELATING TO PARKING FOR PERSONS WITH DISABILITIES.

Amends various definitions within the Hawaii Revised Statutes relating to parking for persons with disabilities, to include "vascular" and extreme colitis as qualifying conditions, to include access aisles as part of parking spaces for persons with disabilities, authorizes replacement of stolen placards through the same procedure as replacement of lost or mutilated placards; clarifies that parking privileges for persons with disabilities apply to public spaces; lowers the penalty for failure to display the proper permit or identification card; and provides penalties for illegally parking in an access aisle adjacent to a parking space for a person with a disability. RELATING TO ANATOMICAL GIFTS.

Repeals sunset provision of Act 88, Session Laws of Hawaii 1999, relating to anatomical gifts, making permanent the enactments for organ and tissue education fee and Hawaii organ and tissue education special fund.
