Codifies licensing qualifications and personnel, staff, and family requirements for Type I and Type II adult residential care homes (ARCHs)and expanded ARCHs. Strengthens primary caregiver qualifications. Allows unannounced inspections of ARCHs during or outside normal business hours. (SD1)

Allows the Hawaii Health Systems Corporation to obtain criminal history information on persons who are seeking employment in any of the corporation's facilities; allows Corporation to refuse to employ an applicant under certain circumstances. (SB1367 SD2)
