RELATING TO THE RIGHTS OF VICTIMS.

Amends the crime victims' bill of rights to include notice or waiver of notice as to an offender's unfitness to stand trial, transfer to the state hospital or other psychiatric facility, or regaining fitness to proceed. Requires the Department of Health, upon written request from victims, witnesses, or families, to provide notice of offender unauthorized absences. Provides immunity to state employees for failure to provide notice. (SD1)

RELATING TO STALKING.

Clarifies that stalking involves engaging in more than one occurrence of a course of conduct that is without legitimate purpose. Defines "course of conduct." Repeals the distinction of petty misdemeanor for a single occurrence of a prohibited conduct. Replaces violations of court orders in the aggravated harassment by stalking statute with previous convictions of harassment by stalking within a ten year period. (SD1)

RELATING TO TRANSFER OF OWNERSHIP OF FIREARMS AND AMMUNITION.

Requires the court to set forth conditions, limitations, and prohibitions for transference of a firearm by a person named in a protective order. (SD1)

RELATING TO PUBLIC SAFETY.

Authorizes the counties to enact ordinances that impose an actionable duty on owners of private property, situated within that county, on which there is a potential danger of falling rocks, to inspect and remove those rocks or otherwise mitigate any unreasonable danger to persons or property.
