Establishes a land evaluation and site assessment rating system. Requires the land use commission to establish the boundaries of the important agricultural lands district, the conservation district, and the other lands district. Abolishes urban, rural, and agricultural districts.

MAKING AN APPROPRIATION FOR THE LOSS MITIGATION GRANT PROGRAM.

Appropriates $3,500,000 in FY2003-2004, and $2,500,000 in FY2004-2005, from interest income transferred from the hurricane reserve trust fund to the general fund under Act 179, SLH 2002, to fund the loss mitigation grant program established under the Act. Allows appropriated funds to be used for grants issued from January 1, 2003.

RELATING TO FIREARMS, AMMUNITION, AND DANGEROUS WEAPONS.

Repeals the current law relating to firearms, ammunition, and dangerous weapons, and enacts a new law on the same subject, including provisions for permits to acquire firearms, possession by licensed hunters and minors, target shooting, game hunting, and licenses to carry concealed pistols and revolvers.

Allows unannounced inspections of adult residential care homes and expanded adult residential care homes by department of health. Requires director of health to adopt rules.

Creates Type IA adult residential care homes in which no more than 2 residents require nursing facility level care; allows more upon DOH discretion. RELATING TO PALLIATIVE CARE AND PAIN MANAGEMENT.

Creates the advisory commission on Hawaii palliative care and pain management within the executive office on aging, to send out questionnaires to Hawaii health institutions regarding palliative care and pain management (PCAPM) training, and recommend legislation and institutional actions re PCAPM.
