Creates a new Department of Law Enforcement and renames the Department of Public Safety to the Department of Corrections. Transfers Department of Education after-hours security contracts and library security functions to the new Department of Law Enforcement.

PROPOSING AMENDMENTS TO ARTICLE VII, SECTION 8, AND ARTICLE X, SECTION 5, OF THE HAWAII CONSTITUTION, TO PROVIDE THE UNIVERSITY OF HAWAII WITH COMPLETE AUTONOMY FROM THE EXECUTIVE BRANCH.

Provides complete autonomy to UH and removes UH from executive branch; specifies that UH shall receive no general funding. Requires Board of Regents to submit a separate budget to Legislature.

RELATING TO TUITION WAIVERS.

Requires all students of Hawaiian descent at the University of Hawaii to receive tuition waivers.

RELATING TO INTOXICATING LIQUOR.

Increases from two to ten cases, the amount of wine that a wine manufacturer from a state with a reciprocal shipping privilege may ship to a Hawaii consumer for personal use and provides that the consumer need not obtain a permit for the shipment.

RELATING TO THE HAWAII HURRICANE RELIEF FUND.

Appropriates moneys from the Hawaii hurricane relief fund to provide faculty of the UOH and community college system, and excluded officers and employees of the same with one-time cash bonuses.
