Provides for waiver of unpaid vehicle fees and weight taxes for owners of stored vehicles not less than age 70 who transfer their vehicles to persons who receive medical assistance or organizations that receive tax-exempt status from the Internal Revenue Service.

Establishes that the State shall not deny or interfere with a woman's fundamental right to choose to bear a child or have an abortion prior to the viability of the fetus, or when the abortion is necessary to the woman's health or life.

RELATING TO RENEWABLE PORTFOLIO STANDARDS.

Amends the renewable portfolio standards law by requiring electric utility companies to increase their percentage of electrical energy sales represented by renewable energy to 10% by 2010 and to 20% by 2020. Makes goals mandatory, disallows PUC waivers, and imposes civil penalties.

Establishes the invasive species council and the advisory committee on invasive species to provide for the control, prevention, inspection, eradication, and disposition of invasive species, and coordinates with other governments to protect the State against invasive species; transfers certain personnel and functions of DAG and DLNR to the council.

RELATING TO A GEOTHERMAL-TO-HYDROGEN TAX CREDIT.

Provides for a tax credit of 20 percent of the total cost of the geothermal-to-hydrogen system erected or placed in service after December 31, 2003, and before January 1, 2012, that have an unspecified nameplate capacity.

Increases Department of Transportation dockage, wharfage, and demurrage fees by five per cent to pay for the inspection of incoming vessels, cargo, and ballast water for invasive species; requires the Department of Transportation to work with the Department of Land and Natural Resources, which is the lead agency for the prevention and destruction of alien aquatic species.

Provides that providers of sports or recreational activities, whether for profit or otherwise, shall only be liable for damages resulting from their negligent acts or omissions which cause injury, and that persons who take part in the sports or recreational activity assume the inherent risks of the activity.

Removes the $31,000,000 limit on the moneys deposited into the convention center enterprise special fund. Changes the percentage of the TAT revenues deposited into the tourism special fund to 37.9 percent. Repeals the transient accommodations tax trust fund.

RELATING TO QUALIFIED TAX CREDITS.

Generally, substitutes and adds the definition of "Qualified hotel facility" for the definition of "Qualified resort facility". Also adds a credit percentage of 10 percent for qualified improvement costs to a qualified hotel facility totalling $1,000,000 over a three year period.
