Appropriates $65,000 from the criminal history record improvement revolving fund for fiscal year 2003-2004 for criminal history record checks for operators of community care foster family homes regulated under such projects. Requires the Department of Human Services to report to 2004 Legislature on the cost-effectiveness and administration of the certification process for community care foster family homes and possibility of integrating or consolidating community care foster family homes with adult residential care homes (ARCHs).
