Description: Mandates the establishment of a Hawaii procurement institute to develop a acquisition workforce, improve the procurement laws, and provide contractor education and training; allows greater flexibility in designating members of the review and selection committees for professional services applicants and contracts; allows the selection committee to rank applicants and thus select the person offered the contract; allows only professional contracts exceeding $25,000 to be posted electronically for a year; requires DAGS to study preferences and set-asides for small business and other groups and draft proposed legislation for the 2004 regular session; provides for procurement of design professional services through procedures that meet national standards.
