Attached for your consideration is a proposed House Draft 1 of Senate Bill No. 1305, S.D. 1, Relating to State Funds. In addition to repealing a number of special and revolving funds, the proposed House Draft 1 lapses certain fiscal year 2002-2003 general fund appropriations and effectuates the deposit of excess non-general funds to the general fund in order to balance the general fund financial plan.
I am requesting your immediate consideration and approval of this proposed draft of Senate Bill No. 1305, S.D. 1, H.D. 1. In accordance with Section 9, Article VII of the Constitution of the State of Hawaii, I am recommending immediate passage of Senate Bill No. 1305, as amended, to balance the general fund financial plan.
