SB 44 SD2 (SSCR881)	RELATING TO TRANSPORTATION. Provides further economic relief for airport concessionaires.	TRN, JUD, FIN
SB 464 SD2 (SSCR890)	RELATING TO IMPLEMENTATION OF A FIXED RAIL TRANSIT SYSTEM. Requires the DOT, in conjunction with the Oahu Metropolitan Planning Organization and the city and county of Honolulu, to develop an action plan to implement a fixed rail transit system or monorail on Oahu. Requires the DOT to begin process of acquiring land for the system. Effective 7/1/2025.	TRN, WLH, FIN
SB 562 (SSCR610)	RELATING TO TERMINABLE RENTAL ADJUSTMENT CLAUSE VEHICLE LEASES. Provides that a motor vehicle or trailer transaction does not constitute a sale or security interest merely because the rental price may be raised or lowered by reference to the amount realized on the sale or disposition of the motor vehicle or trailer. SB 1172 SD2 (SSCR692)	RELATING TO AIRLINES. Provides a tax credit for landing fees for airlines that have a domicile based in Hawaii.	TRN, EDB, FIN
SB 1408 SD1 (SSCR907)	RELATING TO STATEWIDE TRANSPORTATION PLANNING. Requires the Department of Transportation to prepare a statewide transportation plan and establishes a transportation committee.	TRN, FIN
SB 1478 SD2 (SSCR909)	RELATING TO AIRPORT CONCESSIONAIRES. Requires public contracts for concessions at state airports to contain force majeure terms to absolve parties from liability for failure to perform due to outside forces. Requires State to award taxicab concession for state airports to a single management company. Takes effect 7/1/2025.	TRN, FIN
SB 1657 SD1 (SSCR911)	RELATING TO THE ADMINISTRATION OF PARKING FOR PERSONS WITH DISABILITIES. Establishes the parking for persons with disabilities special fund funded by a seventy-cent increase in the state vehicle registration fee. Mandates that fund moneys be used to administer the state disabled parking program and to reimburse the counties for administrative costs of issuing disabled parking permits and operating a volunteer parking enforcement program. Appropriates $600,000 from the fund.	TRN, HLT/HSH, FIN
SB 345 SD1 (SSCR608)	RELATING TO MOTOR VEHICLES. Provides that any person who sells three or more vehicles within a calendar year shall be considered a dealer subject to the Motor Vehicle Industry Licensing Act.	TRN, CPC
SB 460 (SSCR644)	RELATING TO DUNE BUGGIES. Authorizes dune buggy replica vehicles to be licensed for use on public roadways as special interest vehicles; establishes registration standards.	TRN
