RELATING TO IMPLEMENTATION OF A FIXED RAIL TRANSIT SYSTEM.

Requires the DOT, in conjunction with the Oahu Metropolitan Planning Organization and the city and county of Honolulu, to develop an action plan to implement a fixed rail transit system or monorail on Oahu. Requires the DOT to begin process of acquiring land for the system. Effective 7/1/2025.

Provides that a motor vehicle or trailer transaction does not constitute a sale or security interest merely because the rental price may be raised or lowered by reference to the amount realized on the sale or disposition of the motor vehicle or trailer.

Requires the Department of Transportation to prepare a statewide transportation plan and establishes a transportation committee.

RELATING TO AIRPORT CONCESSIONAIRES.

Requires public contracts for concessions at state airports to contain force majeure terms to absolve parties from liability for failure to perform due to outside forces. Requires State to award taxicab concession for state airports to a single management company. Takes effect 7/1/2025.

RELATING TO THE ADMINISTRATION OF PARKING FOR PERSONS WITH DISABILITIES.

Establishes the parking for persons with disabilities special fund funded by a seventy-cent increase in the state vehicle registration fee. Mandates that fund moneys be used to administer the state disabled parking program and to reimburse the counties for administrative costs of issuing disabled parking permits and operating a volunteer parking enforcement program. Appropriates $600,000 from the fund.
