Roll Call Reading of the Journal Messages from the GovernorReceived message number 178 dated February 10, 2003, requesting immediate passage of the following House Bill authorizing emergency appropriations:
H.B. No. 1307 will appropriate $9,552,974 from the general fund and from the various special funds into which funds derived from the public land trust lands that otherwise would have been transferred to the Office of Hawaiian Affairs since the Supreme Court's decision in OHA v. State, 96 Haw. 388 (2001), were deposited.
Received message number 179, dated February 12, 2003, proposing changes to H.B. No. 200, the State Budget:
Included in this message are operating budget adjustments to reflect updated requirements for the Department of Education's Autism program and Department of Health's Child and Adolescent Mental Health and Adult Mental Health programs. Also included are adjustments to: 1) convert funding in the Office of the Governor and increase the revolving fund ceiling of the Department of the Attorney general for four neighbor island State Identification temporary positions; and 2) correct inadvertent omissions of temporary position counts in the Office of the Governor (Special Technology Advisor) and Department of Public Safety (Registered Professional Nurse IV). The Governor is further retracting debt service adjustments to the Departments of Budget and Finance and Education and the University of Hawaii that were transmitted in the February 7th message. The debt service adjustments were inadvertently included in both the January 31st and February 7th messages. Revised provisos for debt service are being proposed in this message.
