Received message number 164 requesting immediate passage of the following House Bill authorizing an emergency operating appropriation:
H.B. No. 1195 appropriates $6,259,886 out of the Hawaii Tobacco Settlement Fund to be transferred to the Department of Human Services to continue to provide health care coverage to children under 19 years of age who are eligible under its medical assistance program.
Received message number 165, dated February 5, 2003, proposing changes to H.B. No. 200, the State Budget. Included in this message are operating budget adjustments to the Departments of Commerce and Consumer Affairs, Labor and Industrial Relations (which was inadvertently listed as included in the third message - GM No. 162), and Health (except for adjustments to the Child and Adolescent Mental Health and Adult Mental Health programs).
