Requires the PUC to maintain a web site that contains commission decisions, and listings of open dockets, upcoming meetings, and pending deadlines. Requires applicants to provide the PUC with application forms in electronic format, except as to information not required to be disclosed under the UIPA. Provides that the time period within which PUC action is due begins upon the posting of a substantially complete filing on the web site. Appropriates funds from the PUC special fund. RELATING TO CORPORATE DISCLOSURE.

Authorizes: (1) department of taxation to report on tax benefits for development assistance programs; (2) disclosure of development assistance; (3) recapture of assistance from recipients who fail to achieve jobs, wage, and benefit goals. Appropriates funds for the department of taxation to fulfill the objectives of this measure. (SD1)

Requires Hawaii to maximize the receipt of federal matching funds to enroll eligible families in medical assistance programs. Appropriates unspecified funds for FY 2004-2005 and FY 2005-2006 to the Department of Human Services to facilitate the enrollment of eligible families in medical assistance programs. Appropriates funds for a grant-in-aid to Hale Mahaolu for a home and community-based program on Maui. (SD1)

Encourages eligible claimants of unemployment insurance to seek gainful employment by permitting claimants to receive their weekly benefit amount without regard to earnings received from employment. (HB968 HD1)

RELATING TO DEATH BENEFITS OF SURVIVING CHILDREN OF PUBLIC EMPLOYEES.

Allows surviving dependent children to receive ERS death benefits after age 18 and until age 24 while a full-time student, or when the child becomes a full-time student, so long as the child remains a full-time student. (HB986 HD2)

Authorizes counties with populations of 200,000 or more to establish a retail sales tax of up to one per cent on sales of tangible personal property. Changes the transient accommodations tax allocations to the counties and Tourism Special Fund if a county enacts a sales tax. (SD1)

RELATING TO HOTEL CONSTRUCTION AND REMODELING TAX CREDIT.

Generally extends the hotel construction and remodeling tax credit to 2005 for hotels dedicating 10% of occupied space to promotion and sale of Hawaii products; defines Hawaii products and adds a definition for "qualified resort area". (SD1)

RELATING TO HISTORIC PRESERVATION.

Establishes the South Kona wilderness area to be administered by the department of land and natural resources. Provides for the development of a comprehensive management plan for the area. (SD1)
