RELATING TO ACCRETED LANDS.

Defines accreted lands; includes accreted lands in the definition of public lands; requires that accreted lands shall be state lands, although a private property owner may file an accretion claim to regain title to the owner's eroded land that has been restored by accretion.

PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION TO PREVENT CONDEMNATION OF TRUST LANDS.

Proposes a constitutional amendment to protect trust lands that benefit Hawaiians from condemnation by the State and counties.

RELATING TO THE COMMISSION ON WATER RESOURCE MANAGEMENT.

Adds a member with substantial experience in traditional Hawaiian water resource management techniques and in traditional riparian usage to the Commission on Water Resource Management.

RELATING TO LIABILITY.

Provides that no hospital that operates a helicopter landing pad for use by medical evacuation helicopters shall be held liable for civil damages resulting from any act or omission, except for such damages as may result from the hospital's gross negligence or wanton acts or omissions.

RELATING TO FAIR ACCESS FOR STATE GOVERNMENT.

Requires the governor and legislature to ensure fair public access to information, services, and proceedings of the executive and legislative branches. Authorizes the governor to appoint a fair access commission. Charges the commission and the joint legislative access committee with reviewing and evaluating government access by neighbor island and rural Oahu residents, and making recommendations for its improvement.

RELATING TO PUBLIC MEETINGS.

Requires that notices of meetings by videoconference shall specify that testimony by videoconference format will be available and the arrangements required.

RELATING TO LANDOWNERS' LIABILITY.

Encourages landowners to allow land and water access to personnel and volunteers of invasive species control or eradication programs by limiting the landowners' liability toward persons entering their property for these control and eradication purposes. (SD1)

RELATING TO PENALTIES FOR VIOLATIONS WITHIN THE CONSERVATION DISTRICT.

Clarifies that the Board of Land and Natural Resources may impose a fine for each violation within a Conservation District in addition to costs associated with land and/or habitat restoration.
