HOUSE CONCURRENT

RESOLUTION

 

URGING THE ADMINISTRATION TO BASE ITS MANAGEMENT PRACTICES ON A UNIFORM SET OF PROVEN PROJECT MANAGEMENT PRINCIPLES WHICH INCLUDE PROJECT COST MANAGEMENT.

 

 

WHEREAS, the legislature has long had concerns about the ability of state agencies to manage projects so that they are completed on-schedule and within budget without an excessive number of change orders, increases in costs, completion delays, and less than satisfactory quality of work; and

WHEREAS, similar concerns on the city and county level caused the Honolulu City Council to pass Resolution 01-114, CD1, which urged the city administration to establish a project management training program for city and County of Honolulu employees; and

WHEREAS, reportedly, as a result of the resolution, some, but not all, pertinent city agencies have sponsored and/or received limited forms of project management training; and

WHEREAS, cost overruns, delays and inefficiencies continue to plague city projects, as evidenced by news stories about Hanauma Bay, Central Oahu Regional Park, and police telecommunications, which call into question the extent and quality of city project management training; and

WHEREAS, other governments, such as the city of San Diego and the state of Oregon, require employees in certain agencies, particularly those involved with construction and information technology, to have extensive and credible project management training; and

WHEREAS, project management is evolving as a profession through rigorous certification programs, such as the Project Management Professional (PMP) designation sponsored by the Project Management Institute (PMI); and

WHEREAS, certification as a PMP includes courses and examinations based on A Guide to the Project Management Body of Knowledge (PMBOK Guide), as well as a stringent review of the applicant's project management experience; and

WHEREAS, the PMP designation includes extensive instruction in the tenets of project cost management, including resource planning, cost estimating, cost budgeting (financial planning), and cost control; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2003, the Senate concurring, that it urges the state administration to implement comprehensive project management, such as that promulgated by PMI, for all state employees that manage state projects; and

BE IT FURTHER RESOLVED that the Department of Labor and Industrial Relations study the feasibility of giving preference in departmental promotions for state project managers who receive a project manager designation from a professional organization such as PMI; and

BE IT FURTHER RESOLVED that the Department of Accounting and General Services study the feasibility of requiring that consultants selected by the state to manage city projects should complete a certified course in project management and/or the possession of a certified project management designation; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the director of the Department of Labor and Industrial Relations, and the director of the Department of Accounting and General Services.
