Description: Creates the new offenses of terrorism, hindering apprehension or prosecution for terrorism, unlawful production or possession of a chemical, biological, or nuclear weapon, and making a false public alarm. Revises terroristic threatening and reckless endangering provisions to enhance the penalties for using a dangerous instrument or a widely dangerous means to threaten or endanger others, and penalizes the use of an imitation or hoax.
