Revises the statutory listing of controlled substances; allows pharmacists in emergencies to dispense controlled substances in schedule II with oral authorization from prescribing practitioner and written prescription to follow; allows filling of schedule II substances in partial quantities to include individual dose units for patients in long-term care facilities. Allows fax transmission of prescriptions for schedule II if the original, signed prescription is presented to the pharmacist prior to the actual dispensing, except that original, signed prescription not required for schedule II substances used for home infusion and schedule II, III, IV, or V substances for patients in hospice programs and long-term care facilities; limits take-home doses of methadone to 14 day supply or the maximum for Levo-alphacetylmethadol that would allow the patient to be away from the clinic for dosing for more than two weeks.
