RELATING TO THE MAUI REGIONAL HEALTH SYSTEMS CORPORATION.

Creates Maui regional health systems corporation as a public corporation and transfers Kula Hospital, Lanai Community Hospital, and Maui Memorial Hospital and their assets and liabilities from the Hawaii health systems corporation and returns them after 5 years.

RELATING TO TRAFFIC ENFORCEMENT.

Repeals the traffic enforcement demonstration project.

RELATING TO EDUCATION.

Repeals provisions allowing the department of education to retain and expend federal impact aid, Department of Defense, and indirect federal reimbursements in excess of the amounts appropriated by the legislature.

RELATING TO CIVIL SERVICE EXEMPTIONS.

Expands the currect exemption to include employees of the DOE engaged in the distribution, collection, and counting of student and adult meal tickets on less than half-time basis.

Defines halfway houses for the purpose of county zoning; requires public hearing; requires community notification of sex offender status.

RELATING TO HEALTH.

Establishes the state health authority to purchase all health care for all residents by July 1, 2004. Empowers authority to assess employee and self-employed health assessments on all workers and collect medical portions of all insurance policies to reimburse purchases of health care.

RELATING TO MANDATED HEALTH COVERAGE REVIEW.

Creates a mandated health insurance service review panel to assess social, medical, and financial impacts of mandated health insurance coverage. Repeals the state auditor's duty to review such proposals.
